The Government of Ukraine intends to sell about 25 percent of Naftogaz, to get into the budget an additional five to six billion dollars. In 2010, his loss amounted to 21.4 billion hryvnia (2.7 billion dollars). One of the main items of expenditure "Naftogaz" is the purchase of gas in Russia. Gazprom officials in the late 2000's have repeatedly stated that they wanted to gain access to the transportation system of Ukraine, but the local government refused to sell it. In this case, since April 2010, the parties are negotiating a joint venture between Gazprom and Naftogaz.
