Ukrainian parliament adopted a law on July 8. Adviser to the President, the head of the General Department of the Judiciary administration of President Andrew Portnow said that the Act implements the principle of humanism public policy. He recalled that the last time an amnesty was declared in the Ukraine in 2008. "The announcement of amnesty will reduce the number of persons in custody, and do not pose a significant danger to society" – quoted Portnova press office. However, he stressed that "clearly defined category of persons to whom the amnesty does not apply in connection with their public danger." This, in particular, persons who have prosecuted or convicted of certain serious and very serious crimes, defined as having two or more prior convictions for serious or very serious intentional crimes, the perpetrators of the crime that caused the death of two or more people convicted, serving a sentence of life imprisonment. According Portnova that the experience of the amnesty in the past few years demonstrates the effectiveness of this institution, as well as the absence of complications of the crime situation in the state. This Law shall come into force on the day following its publication and must be implemented within three months.
