The law will be published in "Rossiyskaya Gazeta" on 27 July. It was adopted by the State Duma on July 5 and the Federation Council approved July 13, 2011. The law establishes a period during which the legislative body of state authority or a representative body of the municipality must decide on early termination of powers of a deputy. Resolution of the State Duma on the subject should be taken no later than 30 days after the appearance of the grounds for early termination of powers of a deputy, and in between sessions of the Duma – no later than 30 days from the date of the regular session. At the regional level, the decision on early termination of powers of a deputy should be taken no later than three months after the occurrence of reasons for this. The bill also establishes the procedure for the vacant seats and the reasons for exclusion of people from lists of candidates admitted to the allocation of seats or have already received them. In the event of early termination of powers of deputies elected in the list of candidates, the governing body of the party may propose to replace the vacant mandate candidate registered candidate from the same list. The candidature is proposed from among the persons included in the same regional group, and that the deputy, whose powers were terminated early. If in the regional group were only registered candidates who have already received parliamentary mandates or abandoned vacant mandate, the party may nominate from other regional groups. Candidature for the mandate should be offered within two weeks from the date of decision on early termination of powers of a deputy. The Act also provides that a registered candidate from the list may participate in the distribution of seats no more than two times. The procedure for obtaining the vacant seats, used at the federal level, applies to regional and local levels. This Law shall come into force from the date of its publication.
