According to a draft government decree by the Ministry of the Maritime Territory and the Irkutsk Region are invited for an hour closer to Moscow, to reduce the current time difference. With regard to Yakutia, instead of three time zones, it will remain one, the same as in the Maritime Territory. Primorye Territory and Yakutia proposed to move the seventh time zone (+6 MSK), and the Irkutsk region – on the fifth (+4 MSK). Changes proposed to introduce from October 30, 2011, RIA Novosti reported. It is interesting that with all the neighboring regions of Primorye are in their time zones. At the same time Khabarovsk and Jewish autonomous region will retain the difference with Moscow over time, and only an island of Primorsky Territory with their special time. Earlier, the Irkutsk Region was the sixth time zone (+5 MSK), Primorje – in the eighth (+7 MSK), and in Yakutia was three time zones: the seventh, eighth and ninth (+8 MSK). Recall, the local deputy of Primorye, Yakutia and Irkutsk region, as well as some other regions, themselves expressed a desire to reduce the time difference with Moscow. It happened shortly after the December 2009 Russian President Dmitry Medvedev has proposed to reduce the number of time zones in Russia from 11 to 9. Also the President has proposed to abolish the transition to winter in the country. As a proposal to reduce the number of time zones, it has been realized. The decree on the abolition of the transition to winter time was signed on 9 June 2011. Among other things, the decree cancels the term "time zone" and introduces a new one – "time zone".
