Under the decree, the changes are made ​​to the Charter of Garrison and Patrol Services Armed Forces, the Internal Service Charter and the Armed Forces Disciplinary Regulations of Armed Forces, which are aimed at the redistribution of tasks undertaken within the framework of garrison duty, and the allocation of responsibility for ensuring law and order in the garrisons in an independent direction activity – commandant's service. The main objective of traffic control service is to maintain military discipline and order in the garrisons. Major changes made ​​to the Charter of Garrison and Patrol Services Armed Forces, whose name is proposed to amend the Charter of the garrison, the commandant and Patrol Services, Armed Forces. The decree also defines the structure of the commandant of service and establishes the procedure for interaction between the garrison commander and the military commander.
