Middle East and Africa One of the main topics for discussion will be the situation in the Middle East and North Africa. According to the Russian side, this topic requires serious analysis and reflection in the outcome of the summit, primarily in the declaration. In recent months, many countries in the Middle East and North Africa are covered by massive popular protests, which have already led to the downfall of the ruling regimes in Egypt and Tunisia. In mid-February in Libya began mass demonstrations in which the participants demanded that left the country's leader Muammar Gaddafi, who has ruled the country for over 40 years. The demonstrations escalated into armed confrontation between government forces and rebels. UN Security Council March 17 adopted a resolution calling for the introduction of no-fly zone over Libya and opens the possibility of foreign military intervention in the situation in this North African country. Start March 19 operation by coalition forces involved, in particular, Britain, France, USA, Canada, Belgium, Italy, Spain, Denmark, Norway. In late March the command of the operation under the name "United defender was transferred to NATO. The operation of the North Atlantic Alliance, which received the code name "United defender is, as claimed in NATO, ensuring the arms embargo, the no-fly zones and measures to protect the civilian population. On a ammite in Deauville will discuss issues related to providing economic assistance to countries in which there are riots. According to presidential aide Arkady Dvorkovich on the eve of Medvedev's visit to Deauville, the Russian side has certain ideas connected with both bilateral ties and taking advantage of the resources of international financial organizations to support economic growth and job creation in these countries. Dvorkovich noted that the approaches of Russia and its partners in the Group of Eight "to the situation in the Middle East and particularly in Libya in the whole match. However, Russia expects to bring positions closer together with its partners. Moscow believes that it is necessary to fully comply with the decisions taken within the framework of the UN Security Council. In addition, according to Russian authorities, there are problems with how interpreted the relevant resolutions and the use of force against Libya. In turn, Russian presidential aide Sergei Prikhodko noted that the Russian side supports the search for solving the crisis in the legal field, by peaceful means, through the establishment of a broad national dialogue on democratic reform and without intervention, the more force from the outside. According to the Russian side, the current developments in the region should not become a pretext to weaken efforts to promote Middle East peace process. Another issue on the agenda is to assist in the development of African countries. According Dvorkovich, this topic will be discussed, including with African partners, who are invited to a summit in the format of outreach (beyond the main agenda). In particular, the participants will discuss whether to effectively assist in promoting development, as divided or combined responsibility of donors and recipients of care, where issues are most acute. Japan is a key theme of the meeting with the Prime Minister of Japan, Naoto Kan will continue cooperation in accident at Japanese nuclear power plant in March this year after a devastating earthquake and tsunami. "Russia is ready to share with Japanese partners other's experience and scientific and technological developments in this area. In this context, the two leaders will discuss in depth the problems of security of nuclear power, including taking into account the proposals in this area, which were outlined in the President of Russia, sent on April 26, Prime Minister of Japan and the leaders of some other countries "- said Prikhodko. The Russian side, say the Kremlin is ready to closely interact with Japan in this area and on a bilateral or multilateral basis, including within the IAEA, as well ase set to serious work together on a bilateral intergovernmental agreement on cooperation in peaceful uses of atomic energy. "We look forward to its ratification by Japan in the near future" – said the president's aide. Interaction in the energy field, including an increase in Russian energy supplies to Japan and Japanese business involvement in major long-term projects in Eastern Siberia and the Far East, the Kremlin called one of the main areas of collaboration. "It is expected that would be affected by the problems of expansion and diversification of bilateral trade. By the end of 2010 turnover amounted to 23.1 billion dollars, an increase compared with 2009 to 59,4% ", – said Prikhodko. Already in January and February of this year trade has grown over the same period of 2010 to 77,7% and amounted to 4,000,000,000 dollars. "One of the key issues – the promotion of cooperation in the modernization and innovation of the Russian economy, the implementation of agreements in the investment field. It is expected that leaders will exchange views on topical issues of regional and global agenda "- said Prikhodko. Germany Economy, energy and international issues will be the main topics of talks with Russian leader's Chancellor of Germany. "We will discuss trade and economic cooperation, visa, investment, cross-year cooperation on energy, plans for political contact before the end of the year, we will discuss Russia-EU cooperation, the NATO-Russia, the situation in Libya and Syria, as well as missile defense, – said Prikhodko. At the same time, he noted that Russia is interesting to hear Merkel assessment of the economic situation in the EU. "Germany – our leading economic partner, huge contracts not only on oil and gas, but also in engineering and other industries. It is a practical question – what there situation and what plans. This affects the implementation of many of our programs, "- said the president's aide. Trade turnover between the two countries last year increased by one third to $ 51.8 billion in the first three months of this year – by 20%. Earthquake in Japan: all news
