MONTREAL – A Montreal police spokesman has described as “unacceptable” and “inexplicable,” an official comment of a homeless man tied to a post for an hour in the cold if their behavior did not improve. The statements of the police were caught on video by a passerby and posted on YouTube. Video shows officer talking with a man wearing only a short sleeved shirt and jeans shorts that reached his calves.
