This law encourages the subjects of the Russian Federation to the timely and comprehensive implementation of commitments to resettle people out of dilapidated housing and conducting major repairs of apartment buildings in the regional targeted programs. Under the law, if the funds allocated for this purpose from the Foundation for Housing Reform, will not be disbursed on time and in full, the regions will be obliged to return the money back to the Fund. At present the monitoring results of the regional target programs found insufficient efficiency RF subjects of financial support provided by the Housing Fund, say the authors of the bill. The Act also provides for the extension of state cadastral registration of land plots occupied by apartment buildings, in the framework of regional target programs for the overhaul to January 1, 2012, which is a condition of funding by the Foundation. Under current law, the deadline is set on Jan. 1, 2011. Such an extension is due to long periods of formation of land and of their state cadastral registration. In addition, extended until July 1, 2012 (as amended the law – until January 1, 2011) the period of bringing up to 80% of the total number of commercial communal organizations in the territory of the municipality applying for the provision of financial support from the Fund, with a share participation in the authorized capital of Russian regions and (or) the municipalities are not more than 25%.
