WASHINGTON-As the Obama administration considers ending storage of millions of phone records by the National Security Agency, the government is funding research on mute to prevent any intrusion to see that the U.S. is spying, The Associated Press learned. The Office of the Director of National Intelligence has paid at least five research groups across the country to develop a system for high-volume, research on electronic documents encrypted kept outside the government.
